A customer recently submitted to the Quality Assurance and Testing Center 3 (QUATEST 3) a test report issued by the Center but provided through their partner. The report was digitally signed, prompting the customer to question its authenticity and request QUATEST 3 to verify whether the digital signature indeed belonged to the authorized representative of the Center, as well as to provide guidance on how to check the validity of such signatures.

In response to this request, QUATEST 3 provides the following clarification:
According to Article 8 of Decree No. 130/2018/ND-CP, the legal validity of a digital signature is defined as follows:

- Where the law requires a document to bear a signature, this requirement is considered fulfilled if the data message is digitally signed and that digital signature is secured in accordance with Article 9 of Decree 130/2018/ND-CP.
- Where the law requires a document to bear the seal of an organization, this requirement is considered fulfilled if the data message is digitally signed by the organization’s digital signature and that signature is secured in accordance with Article 9 of the same Decree.
- Additionally, Article 18 of Decree No. 30/2020/ND-CP dated March 5, 2020, of the Government on clerical work also applies.
Accordingly, a digital signature that meets the prescribed requirements has the same legal validity as a handwritten signature on a paper document. Therefore, electronic documents digitally signed by authorized persons at QUATEST 3—using the digital signature platforms approved and issued under the authority of the Center’s Board of Directors—hold the same legal force as original paper documents in accordance with the law.
The digital signatures used in electronic documents correspond to digital certificates issued by licensed certification service providers, as stipulated by regulations.
However, in cases where customers have doubts about the authenticity of the signature on a QUATEST 3 test report, they are encouraged to forward the report to info@quatest3.com.vn or rq@quatest3.com.vn, or contact (028) 3829 4274, ext. 1205 (IT Department) for verification.
